In accordance with Article 2 (Price Adjustment Method) of the *HuaChuan Group Steam Pricing Scheme*, attached to the *Minutes of the Negotiation Meeting on Steam Pricing for the Yinan Central Heating Project* dated March 9, 2016: for every RMB 30 per ton increase or decrease in coal price, the heating steam price shall be increased or decreased by RMB 5 per ton accordingly; no adjustment shall be made if the change is less than RMB 30 per ton.
Taking into account heating costs including pipeline capacity and losses, as well as the actual steam consumption of users, based on the benchmark price of approximately RMB 870 per ton (tax-inclusive) for 5,000 kcal standard coal, the steam price will be uniformly increased by RMB 10 per ton on the basis of the price adjustment notice issued on January 6, 2026.

Notes:
1. This price adjustment notice shall take effect at 08:00 on April 25, 2026.
2. All central heating users shall implement the pricing scheme in the above table, with adjustments made in accordance with the coal-steam linkage mechanism.
3. If the coal price falls below the benchmark price of RMB 500 per ton, the price difference per tier for monthly consumption above 5,000 tons shall be adjusted from RMB 4 to RMB 3.
4. Medium-pressure steam users shall pay an additional RMB 50 per ton on the basis of the benchmark settlement unit price.
5. If a user’s monthly heat consumption is less than 15% of the declared volume, charges shall be calculated based on 15% of the declared volume.
6. Price of 8 kg clean dry compressed air: RMB 0.095 per m³.
